The Position This position supports the California Department of Public Health's (CDPH) mission and strategic plan by being responsible for all campus operations, budgeting, construction supervision, and management of the maintenance, operation, security, and health and safety of the California Department of Public Health (CDPH) Richmond Campus facilities, grounds and infrastructure, comprised of 11 buildings and 750,000 square feet of laboratory and office space on a 30-acre property.
The Richmond CampusThe CDPH's Richmond Campus is a 29-acre property housing over 1,200 employees located in Richmond's Marina Bay and is minutes away from the El Cerrito Del Norte and Richmond BART stations and public transit, with free shuttle service between the campus and the El Cerrito Del Norte BART station.
The campus comprises offices, state-of-the-art laboratories and a warehouse.
Free employee parking is available for employees working day shift, including free electric vehicle charging and public transit subsidy up to $65 a month.
The Campus has an onsite cafeteria and wellness programs.
Desirable QualificationsAbility to analyze maintenance and construction problems though inspections and detect deviations from plans and specifications.
Knowledge of the planning and designs relating to buildings and mechanical equipment.
Knowledge of Rules and Safety Orders; California Administrative Code; the State Administrative Code, Titles 8, 17, 19, 22, and 24; National Fire Protection Association 101; Uniform Building Code; the State Administrative Manual; knowledge and ability to work effectively with all governing agencies.
Knowledge of different heating, electrical, plumbing, water refrigeration, sewage, and other mechanical systems and equipment, including high pressure steam boilers; materials, methods, and tools used in the maintenance of buildings and grounds; operation of mechanical refrigeration and air conditioning systems; thermostatic temperature control system.
Knowledge of the principles of personnel management and supervision; and a manager's/supervisor's responsibility for promoting equal opportunity in hiring and employee development and promotion, and for maintaining a work environment that is free of discrimination and harassment.
Ability to read, interpret, and work from plans, drawings, and specifications.
Ability, and all applicable licenses and certifications, to operate the heavy equipment on site (owned or rented).
Ability to make cost estimates of building repairs, maintenance, and mechanical installations; participate in the budget creation, management, and capital outlay process, including preparing Five Year Capital Outlay Plans and Form 22 documents with the CA Department of General Services (DGS) and Department of Finance (DOF).
Plan and execute a program of preventive maintenance for buildings and mechanical equipment.
Plan and direct the work of skilled craftspeople and semiskilled workers.
